IP Administration and Enforcement - Overview

ECAP III Phase II is structured into four main components that aim at achieving the objectives and results approved by ASEAN and the EU in 2012. They directly relate to four of the strategic goal areas identified in the ASEAN IPR Action Plan 2011-2015. Under each project component, the activities necessary to achieve the project objectives and expected results are organised under activity clusters.

 

IP Administration and Enforcement is one of the four project components. This project component comprises activities aimed at strengthening the capacity of the IP administrations in the ASEAN countries to deliver quality registration services and at enhancing the enforcement of IP rights in the ASEAN region in line with Strategic Goal 1 of the ASEAN IPR Action Plan 2011-2015.

 

Under this component, the project focuses on developing a common approach within the ASEAN region in the areas of trade marks and industrial designs administration and IP enforcement. This component comprises a series of coordinated activities at the regional level aimed at ASEAN as a whole with strong emphasis on regional cooperation and coordination.

 

The beneficiaries and target groups for activities under this component are essentially the IP Offices and enforcement authorities of ASEAN countries, the latter including courts, judges, prosecutors, police, customs, market investigators, IP Offices and other government agencies concerned with IPR enforcement. ASEAN government officials concerned with IP policy formulation or directly involved in FTA negotiations, the domestic sector in ASEAN countries, IP rights holders and export and producer associations, also benefit from these activities.

 

The project expected result correlated to this project component is to achieve strengthened capacity of the administration to deliver quality registration services and enhanced enforcement of IP rights in the ASEAN countries.
